If you want to scrap everything, you need to activate everything in this mod, including set dressing in your settlements. Once the mod is activated, you can grab and delete almost everything by toggling the regular build-menu tools.

Does the mod scrap items?

No, it doesn't. If you put an item on the floor and attempt to scrap it, it will just go into your inventory. So if the base game doesn't allow a certain item to be scrapped, then that item will be stored in your inventory instead of broken down.
